On Dec. 27, 2008, the Appropriations
Alliance presented to the Obama
transition team the draft report, "The
Status & Recommendation for Public
Health Education & Prevention Programs
". The report recommends ways for
improving the stated mission of the
Center for Disease Control (CDC).
Primarily as its roll pertains to the
emerging epidemic of Hepatitis C (HCV),
regulatory capture, and the need for
transparencywhen dealing with special
interest groups and "think tanks" that
have attained certain aspects of the
CDC's otherwise laudable mission. The

For the last 18 years the VA has assumed
Veterans with claims that document
Hepatitis in service medical records,
were "probably" type A or B, based on a
VBA-VA doctor's opinion. Well, now, the
VA must dust off the old "benefit of the
doubt doctrine" once again and start
obeying it.

BVA has rejected many Jetgun appeal
claims despite admission that jetguns
transmit hepatitis C infection. Although
acknowledged in the Fast Letter
that hepatitis C transmission is
"plausible", "plausible" does not equal
that 50% proof needed to win a claim.
Let the word games begin;)
